That is an interesting thought and one we have actually been thinking about for a while.
We wont be doing that initially because those kind of animations go hand in hand with locational style damage. Think of Mechwarrior Online, where you shoot out your enemies leg and they limp along and have reduced mobility.
Having an arbitrary limp animation just because the player is at low health would not make sense somewhat as we dont have that kind of combat system where individual parts of a player can be targeted and effected.
But on the other hand it could be an interesting game mechanic to have impaired mobility or combat effectiveness when at low health.
